How to read draft status

Every document on this page is a first draft awaiting review by counsel. A draft is published so procurement and legal reviewers can see the shape of each document early. It is not in effect and is not offered as binding terms.

Draft documents carry a banner, are marked noindex, and are excluded from the sitemap until counsel has reviewed them. When a document takes effect, the banner comes off and the effective date on this page becomes final.
